Unexpected Usage - Application Implementation Consultant

We have an active subscription for Procurement; however, we noticed unexpected usage reported for services that we have not subscribed to. Upon further analysis, I found that the Application Implementation Consultant role has been assigned to multiple users. At the same time, all these users also have Procurement roles.

My understanding is that since these users already have Procurement roles, it should not result in additional license consumption, as we already have an active subscription. I also understand that Oracle calculates licensing based on privileges, and even if a user has multiple privileges, it is typically counted as a single license.
