Delete Learning Assignments for Inactive Learners with HDL

We have a Inactive Learners that we wan't to delete their Learning Assignments that are Duplicated being Completed or Not Started, but the HDL does not work due to the Learners being inactive. Is there any other method that we can use to Delete these learning assignments in Bulk?
