1094C submission for CA is erroring out

We are trying to transmit Manifest and data file for CA, but transmission is getting failed with error The Authorization header is missing or malformed.

We also tried to check Sampleinstance manifest file section 5.5.3 Sample Instance from this link : Draft FTB File Exchange System - 1094 1095 Technical Specifications - Part 1

and our Manifest and data file appears to contain header. Not sure where to correct this authorization header missing error.

Please help to correct this error The Authorization header is missing or malformed
