Do not apply a discount to an item unless the list price is greater than 0.01

SR 4-0002304495 : Need guidance to implement this request: Do not apply a discount to an item unless the list price is greater than 0.01.

• if the list price on sales order is between 0 and 0.01 - no discount to be applied
• if the list price on sales order is > 0.01 - apply discount
  I tired tier pricing to implement this request but the discount rule is not picked on sales order.
  Please help with the correct setup to achieve this or this there any other alternative to implement this change.
