custom Supplier pdf not being attached to Supplier Invitation email for Negotiations

We have created a custom Supplier pdf template, saved in the Custom folder in OTBI, but when we invite a Supplier to participate in the Negotiation, the custom template is not being attached to the invitation email. Instead, the seeded template is being used.

How do we correct this, so that the custom template is used.
