APEX imports error with ORA-65114: space usage in container is too high

Summary:

Continually seeing ORA-65114: space usage in container is too high errors with data pump or APEX application imports.

We are getting constant issues with ORA-65114 errors in our autonomous database.
We already posted about the issues when running data pump imports (see Error with import question below).
We never really got to the bottom of that, it just happens less after we restart the database.

Now we get the same issue trying to import APEX applications:
