Stuck on “Invalid PersonId” while loading new hire data — but I’m only using Person Number.

We have created an HSDL Template for new hire, It fields as follows:

• Effective Start Date * Person Number Action Code Start Date * Start Date * Legal Employer * Worker Type * Action Code * Name Type First Name Last Name * Assignment Number Business Unit [..] * Action Code * Assignment Number * Effective Latest Change * Effective Sequence * Action Code Assignment Status Type Contract Type * Duration * Duration Units * Person Number
  (where * marks as mandatory fields)
  while uploading the employee it is giving error as :
  You need to enter a valid value for the PersonId attribute. The current values are 30002.
  But this employee number is not present in our system.
