link more than one buyer to the same category within the same BU

Summary:

Hi Team,

Customer would like to Link more than one buyer to the same category within the Same Business unit.
We have configured the same category for two or more buyers in Manage Buyer Assignment Rules. However, the requisitions are always assigned to the same buyer due to the rule matching logic.
When more than one matching rule is found in the Buyer Assignment results, the rule with the lowest sequence number is applied.

Is there any possibility of customizations which we can achieve this functionality.
