Can the init_stage_interface API be used for WMS User maintenance in an identity application?

Summary:

We would like to know if it's possible to use the init_stage_interface API alongside the input interface "User" for WMS User maintenance in an identity application? Also, why is it that "User" is not listed as a supported entity for the Init_Stage_Interface API? We've been able to use it in Test environments, but seeing as it is currenty not supported, we would like to know why.
