have an image behind a text box by using the overlap and layering features in the report designer?

Summary:

we are trying to add a border for the text box. one thing we tried was to have image behind the text box. AI Google says it's possible but the choices mentioned isn't available in my version of NR. There is no option for send to back or bring to front feature. there's no adjust to layering. please advise if v25.10.76 has this feature and if so where are they?
