BIP report layout hyperlink works with hard-coded parameter, but not with dynamic field value

Summary:

I am trying to create a drill-through from one BIP report to another.

The source report is a report created with the Layout Editor, and the layout file ends in .xpt. In the source report, I have a column displayed as Badge, but the underlying data field is EMPLOYEE_PERSON_NUMBER.

The target report is a report with a user-defined parameter named P_PERSON_NUMBER.

My goal is for a user to click the Badge/person number in the source report and have the target report open automatically for that employee, without the user having to manually type the parameter value.
