Location not found on filtered lists for nudges

Summary:

We've created nudges for expiring I-9s and added a filtered list by location code. However, we have one location code that does not return in the search even though it is active. We also tried searching by location name. We ran the Load and Index Master Geography Hierarchy process as well. Is there anything else that needs to be done?
