Need to default template in "send message to team" action

Summary: We have a requirement to default the template when someone clicks on "Send Message To Team" action button.

Content (please ensure you mask any confidential information): When "Send Message To Team" action button is clicked it opens a page where in the template /subject fields are blank. Sometimes Users or hiring managers send messages to the team without including any of the requisition details causing it difficult to track. Is there any way available which can be used to default the template or default the subject line to include the Requisition Details in it? If not, if there is any reporting which can be provided to Recruiters for them to track any messages sent to them or using this button?
