Create Person Legislative DFF with LOVs only visible to employee and not Candidate

Summary:

We have a requirement to create a DFF for Person Legislative available in Job application page where candidate selects from list of LOVs.

Now once the candidate is converted to Employee this information will be captured in Employee Legislative information.

Requirement:

We have a total of 6 LOVs. Only 3of these LOVs should be available to candidates at the time of their job application. However, once a candidate is converted to an employee, all 6 options should be visible.
