EncodeReferenceToBase64 function limit of 10mb

We have an integration where OIC picks up a number of files from an OCI bucket storage, and then handles them by either uploading them to HDL, or uploads the files to UCM. This works for most files, however at least 1 file is bigger then 10mb, and as we discovered the encodeReferenceToBase64 function has a limit of 10mb.
Is there an alternative we can use to make it work? The way we're working in our integration is we're reading files from OCI in a loop, and for each file fetched we use the StreamReference returned that way in the encodeReferenceToBase64 function to write the file, which we then handle with HDL or UCM.
