Ask about the Valid Intersection best practice

Hello everyone,

I have one question about the anchor dimension in a Valid Intersection.

The business is:

1 Project will map to 1 Owner Code (1-to-1)

1 Owner Code can have many Projects (1-to-many)

I will create a Valid intersection but not sure Project dimension or Owner Code dimension will be the anchor dimension?

It should be :

OC108017	Project 01,Project 02,Project 03,Project 04,Project 05,Project 06,Project 07

Or

Project 01	OC108017
Project 02	OC108017
Project 03	OC108017
Project 04	OC108017
Project 05	OC108017
Project 06	OC108017
Project 07	OC108017
