Summary:
Condition: When a user creates an expense report, the system should compare the expense line's Transaction Date against the Submission Date (or the current date).
Logic: If the Transaction Date is more than 90 days before the Submission Date.
Action: Display a pop-up alert or warning message to the user.
Message Content: "Justification for the late submission is required in the Description or Purpose field."
Note: A new DFF might be required as a mandatory reminder that blocks submission entirely and this new DFF needs to map to the Payable module.
