HCM Extract HDL Auto Load works in DEV but not in TEST (DLINT missing)

Summary:
HCM Extract with HDL auto-load (as per Oracle doc below) works in DEV but not in TEST.
In TEST, the delivery is always evaluated as HCMCONNECT instead of DLINT, so HDL processing is not triggered.

- Extract and BI Report exported from DEV and imported into TEST
- Delivery Option recreated multiple times
- Payroll Flow Pattern created in TEST
- Manual HDL upload works (UCM + HDL engine verified)
Questions / Guidance:
- What conditions make delivery recognized as DLINT vs HCMCONNECT?
- Is there any environment-level setup for ORA_HDL mapping?
- Are there known issues where integrationType remains null?
