How to make Last updated by User in Role restrict the visibility to other user in roles?

Summary:

Attachments updated by one user shouldn't be available to other users based on roles they acquire in the Internal Attachment section of a candidate's application.

We have a requirement to restrict attachments that were updated by one role/collaborator type shouldn't be available to others. However, recruiter and hiring manager able to all the attachments under Internal Attachment section.

Looking for a feasibility to hide the attachments using VBS of a job application.
