Default value for Time Card Field

Summary:

We created a VBS rule for the Create and Edit Offer rule. Based on the division, the Time Card field should default to Yes or No, it is working correctly once we are creating the Offer

However, in some exceptions the user changes only the Other Info field from Yes to No, Then we the user needs to edit the offer, the value change back automatically to Yes again instead of retaining the last saved value as No

Is it possible to avoid this behaviour? The default value only applies the first time the offer is opened. Ideally, the VBS rule should not work to overwrite the fields that have been selected when the recruiter was creating the offer.
