Supplier Matching on Internal Registration

Once the supplier registers through the external supplier registration link, the registration request reaches to an approver to take an action upon. While reviewing the request, there is a warning disclaimer that there could be a potential supplier with this name already registered in the system.

However, while doing a registration internally, this is not available on the notification. Is this the stanadard expected behvaior?
