Why is coming multiple notification to the employee after transaction status is complete?

In a transaction that has two AOR approvers:
- The first AOR approves (there is one employee in that AOR).
- The second AOR only receives an FYI notification (there are two employees in that AOR).
When the transaction reaches the completed status, the employee who submitted it receives three completion notifications:
- Their own (which is expected).
- Two additional ones, which seem to correspond to the two employees in the second AOR.
