Why is my requisitions in redwood displaying approved and ordered for the same thing?

Summary:
Why is my requisitions in redwood displaying approved and ordered row? It sometimes displays like the image provided sometimes it doesn't duplicate the row for approved (which I am used to seeing in RSSP).
I like to know how can this be fixed as this type of display isn't consistent behavior across other requisitions.
