Learning record measures - incomplete count - includes exempted status

Summary:

It appears that the Learning record measures - incomplete count parameter is incorrectly counting learning items in "exempted" status. This doesn't seem accurate because we have courses assigned using an initiative (for our mandatory learning refresher) that will automatically update a learning item to exempt status if it was already completed e.g. if the learner was a new starter and completed the course prior to the refresher assignment OR if the learner inadvertently completed the voluntary version they assigned to themselves vs the required version assigned via the initiative.
