backlog management troubleshoot

Can someone help troubleshooting the scenario below? BLM is skipping tons of sales orders (grey days of improvement) . Those orders are not planned and that prevents the material/resources to be assigned to them. As a consequence, BLM suggest many late orders to be rescheduled in (green days of improvement) because it fails to identify the demand on those unplanned orders.
