OIC Authorization Code: Can't Provide Consent with Service User :SSO Enabled

We are trying to configure a SOAP connection in OIC to connect to Oracle Fusion. The security policy we are using is Authorization Code for this we need to provide user consent. The problem is we have SSO enabled for our fusion instance thus it is directly taking my user for the consent and not showing the sign in page where we can give the service user credentials for the consent.
