USOPTE New Hire, different state, no tax state card component

Good afternoon,

In testing and reviewing employee maintenance related to USOPTE, we hired a person with residence in another state (OH). Person was hired through a job requisition. Person had address from Oracle Recruiting Cloud:

Address appeared as this in Oracle > Contact Info:

Upon hire, we noticed the following:

• A tax jurisdiction card was created, indicating that the address was verified to some level.
• However, we noticed that an OH tax card component was NOT created on the Tax Withholding card.
• When we re-saved the address, meaning we searched for same address and saved, then the OH card was created.
