Move candidates in bulk across different phases and states as part of recruiter operations

We have a requirement in Oracle Recruiting Cloud to move candidates in bulk across different phases and states as part of recruiter operations.

During our analysis and testing, we observed an issue specifically when attempting to move candidates in batch to the “Rejected by Employer” state.

Scenario
• Candidates are spread across multiple phases (e.g., Screening, Interview, Offer, HR)
• We attempt to move them in bulk (batch action) to Rejected by Employer (moving back to stages)

Observed Behavior
• The system throws an error during batch processing for a few candidates from multiple stages
• The same action works when performed individually, or candidates belong to the same phase/state
