Deleted Profile Keeps Coming Back

Summary:

Each month we delete a non-active profile in ARCS and we can't see it from the profile screen. Once we export all profiles however to make mass changes, it is visible again on that export. Even if we delete it on the re-import it will still show up when we export the profiles again.

It seems like its stuck and we are unable to delete it for good
