Can the first approver claim journal back even it got escalated to succeeding manger in supervisory

Lets say A created journal and submitted for Approval to A's manager "B" based on Supervisory hierarchy having 2 levels of escalation
so now B has not approved within time and escalated to B's manager "C". Finally B wants to claim the journal back and Approve after escalation
Is it possible for B to Claim and Approve
