Learning Manager Should Select but Not Create/update Catalog Administration Profiles

Hi Experts,
I’m working on a requirement in Oracle Learning Cloud and need some clarification on role-based access control related to Catalog Administration Profiles.
Requirement:
We want a custom Learning Manager role to:
- Be able to select/populate the Catalog Administration Profile field while creating or editing courses.
However, the same role should NOT be able to:
- Create or update Catalog Administration Profiles.
These actions should remain restricted to Learning Administrators only.
Current Observation:
Based on my analysis, both capabilities seem to be controlled by the same privilege:
WLF_MANAGE_CATALOG_ADMINISTRATION_PROFILE_PRIV
