Able to convert pending worker with missing DOB (required field)

Summary:

Based on testing, the system only triggers the required field validation once the Edit icon is clicked. If the user does not click the Edit icon, the required field indicator and validation will not be displayed. This behavior may be misleading, as users could assume that all required fields have already been satisfied, even though validation has not yet been initiated.

Is there a way to prevent employees continuing to the next section regardless if the user didn't create nor edit for biographical info?
