How to create one pick wave for each transfer order and how to create one shipment for each order?

Summary:

We have a requirement to ensure that each transfer order is included in only one pick wave and that a separate shipment is created for each transfer order.

Currently, the system is grouping multiple transfer orders into a single shipment and also combining them into one pick wave.

Could someone please advise on how we can achieve the required behavior?
