Cannot Make Activity Code DFF Not Required to Post Journal

We have an Activity Code DFF in the GL_JE_LINES flexfield that is currently Required. However, when a payables journal was created, an account was disabled, so no Activity Code was defined for the journal lines. When the user enables the account, the journal still cannot post since there is not Activity Code since it is required.

We ran into this in Jan 2024 and were able to fix it by making the flexfield not required briefly by unchecking the Required checkbox, deploying the flexfield, then posting the journal and making the DFF required again.

Now, when we uncheck the required checkbox for the Activity Code DFF in the GL_JE_LINES flexfield and deploy it, the system overwrites the change and reverts the DFF back to required.
