Unable to connect to OIC embedded SFTP from Oracle Fusion BI Publisher

Summary:

We have two cloud tenancies, one is hosting the Oracle Fusion application and the other hosts the OIC instance. While trying to create a connection from BI Publisher administration for FTP delivery, we are unable to create the connection. It fails with the error "Connection timed out". We have tried both the hostname and the IP address and is failing.

To confirm if it is an issue on the SaaS application side, we tried to configure callback and have confirmed that it is working. There are no network rules or restrictions on either Fusion, OIC or OIC SFTP side.
