Provide ability to save Item searches by department/role

Summary:

We have user roles based on departments such as Sales Team Role, Design Team Role, Costing Team Role. We want to define searches for each of these departments/roles and save them as the depratment level so that these saved seaches all available for all people with that role.

Currently, PLM has saved searches at individual level or global level but not at department/role level
