FDI attributes without Start & End date included

When creating reports in FDI, we find attributes that are present in the subject area but the attributes Effective Start Date and Effective End Date (and sometimes other required attributes) are not included. This makes these attributes unusable as we cannot determine which row is accurate for each employee. What is the best practice in these scenarios? Currently we are building OTBI reports so we can filter to the currently active record (since OTBI contains Start & End dates) and then using the SAAS connection to create a dataset for the attribute, scheduling that dataset, then we have to join
