Purchase Order Encumbrances Are NULL

Summary:

When querying the distribution table PO_DISTRIBUTIONS_ALL, we have noticed all of the ENCUMBERED_AMOUNT values are NULL.

However, the UNEMCUMBERED_AMOUNT seems to be correct. We do have encumbrances configured at the budgetary control. Any reason why all of them are null? Not one of them is populated. Is this a configuration problem or normal behavior?
