Transfer order is not getting fulfilled after pick slip generation

We are trying to the PAR location replenishment through Intraorganization Internal Material Transfer, where in the PAR subinventory source type is defined as Organization and Source Subinventory & locator also mentioned.

Transfer order is getting created after PAR count but after confirm pick slip TO status remains in Open & Awaiting fulfillment.
Also if 'Create Shipment' is enabled at Release rule, shipment header created without shipment line information.

Kindly help on this, how to fix it.
