Assignment options to automatically assign courses other than initiatives?

Summary:

We need another solution to making bulk and dynamic assignments other than initiatives and OTBI reports. These have been less than reliable.

Some on our side because of business updates. Some on the Oracle side when initiatives have stopped working correctly.

Our OTBI analyses are complex and often run long which creates other issues trying to load them into initiatives.

These issues are causing a problem with our compliance courses.

For example: These have to be assigned as required, new hires have to get these and have a due date of 10 days after becoming active in the system. The courses are based on the type of exposure the employee has to certain safety hazards.
