Ability to add attachments only to the the required purchase requisition lines in RSSP

Users have identified an issue while attaching a document at the Requisition line level results in the error “Couldn't create requisition line* The upload associated with the AsyncTrackerId attribute value has already been assigned”  unless every additional line contains an attachment.  To recreate the error:

• Attach a document to a requisition line when utilizing a smart form.
• After adding the line with an attachment to the cart, select Create Another Request.
• If a document is not attached to the new requisition line, this second line will NOT be added to the cart, instead generating the error: “Couldn't create requisition line* The upload associated with the AsyncTrackerId attribute value has already been assigned”.
