Buyer Intervention for Emergency Requisitions

Summary:

We have emergency purchase requisitions created through a smart form without any backing agreement. Once the requisition is approved, the purchase order is automatically submitted without buyer intervention.

Could you please advise if there is a way to introduce buyer intervention in this process or to have the purchase order created in a draft/incomplete status instead of being automatically submitted?
