Member selection is restricted in RPT

While executing a rule in RTP, the member selection is restricted — we do not see any drop-down options. This functionality was working as expected earlier, but now the members appear to be restricted. but, if we recreate the same rule again, the drop-downs work fine. Could you help explain why this is happening and how to resolve it?
