Hiring Managers can see all historical attachments from a candidate on a Job Requisition

If a candidate applied for a job in 2024, and they apply again in 2026, the hiring manager is able to see all current & historical candidate attachments on the Job Application level.

The Hiring Manager should only be able to see the current (relevant) attachments. The shouldn't be able to see the old candidate attachments on the Job Application level.

Is it possible to do this? Or is this a bug?
