While trying to add security in Manage Item Classes I am getting 2 option only

While trying to add security in Manage Item Classes I am getting 2 option only 1.ORA_HC_EFF_EDIT_PRIV1.ORA_HC_EFF_VIEW_PRIV None of the EGP related Actions not appearing.

User has all the required roles and Privilege Like Product Data Steward,Application Implementation Consultant and IT Security Manager.

Navigation—>Setup and Maintainance—>Manage Item Classes.Select Root Item Class and Edit .Go to Security Tab .Add a security and then Try to select Actions only 2 search result appearing.
