Unable to Convert Pending Worker to Employee (PER-1530236)

Summary:

We are encountering an issue while converting a pending worker to an employee in Oracle HCM.

A pending worker work relationship was successfully created; however, when attempting to convert the record to an employee, the process fails with the following error: 

We attempted the following troubleshooting steps:

  1. Tried to cancel the pending worker work relationship, but all related transactions are stuck in the Transaction Console and cannot be withdrawn or completed.
  2. Reviewed the person record to check for any future-dated termination, but none exists for this user.

Additional context:

  • The individual has previously terminated pending worker and expatriate (expat) records in the system.
