How to Automate to assign an item number to a Cross reference in Oracle Product Data Hub(PDH)?

We are trying to automate a cross reference association upon item creation using Item Rules In Oracle Fusion Product Data Hub.

Requirement is :- Once we Create an item based on Sales Product type of that item whether Hardware, Software, Coverage..etc we have defined a Cross reference under item relationship item should get associate to that cross reference type.

Is this something possible without doing any OIC integration or pass solution in PDH? We are trying to achieve either by Item rules or any other suggestion/steps will be helpful here.
