Redwood: How to future date for an item change?

Summary:

In classic UI, we would create a change order and future date the change. But in Redwood, when you now save, it seems to just save the change instantly without the need to go through a workflow approval phase. If you do create a Change Order, there is nothing on the change to implement, which is where we would normally trigger a future change, so the Change Order is pretty redundant now.

Have we got some workflow configuration wrong that has done this in Redwood? Could someone please guide us of how this is meant to operate properly?
