Commerce Constraint rule is not hiding the values for a Multi select Menu

Summary:

I have written a commerce constraint rule at Transaction level, where i have country and ports multi select menu attributes, On selection of Countries respective Ports should be shown to select from Ports attributes.

Both the attributes are Static Multi Select Menu, Data table cannot be used in this case as Dynamic value is not supported for Multi select Menu in Commerce.

I have set the values which should not be available in the Ports attributes with a Constrain

"operator" = "Constrain"
"values" = List of ports should not be in the Menu options
