Context Segments of DFFs on DOR page are displayed as Read_only

in Human Capital Management

For a Document of Record under Me - When an employee is trying to add a new DOR or edit existing DOR - the Context segments created under the DFF for DOR are displayed as Read_Only. The 2 fields are essentially required to select an employee or person type

Interestingly, when I edit this page in VBS in preview mode, the fields are enabled and I am able to select the employees. This rules out there is no issue with any privilege or data security policy attached.

As troubleshoot, we have created new Context segments under this DFF and deployed but nothing works.
